[CBNPMP-Thèmes] Plantes subspontanées, naturalisées, envahissantesRésumé : L'adaptation de la forêt française aux changements climatiques est une nécessité pour qu'elle puisse continuer à assurer ses fonctions économiques, écologiques et sociétales. Pour relever ce défi, la plantation d'essences plus tolérantes à la chaleur et à la sécheresse est encouragée par les pouvoirs publics. Mais les essences préconisées sont pour beaucoup exotiques et majoritairement issues d'autres continents. L'utilisation d'essences exotiques en foresterie est une longue tradition française. Pourtant, le rapport bénéfice/risque de cette pratique n'a jamais été évalué. Or, les retours d'expérience sont souvent décevants, voire alarmants. Devant ce constat, la Société botanique de France a souhaité apporter par ce livre blanc une information scientifique sur les plantations d'essences exotiques, accessible au grand public et aux décideurs. Ce livre blanc vise un éclairage synthétique, objectif et impartial. Il s'appuie sur l'analyse critique de nombreuses publications scientifiques. Après une mise en contexte et un rappel des enjeux, quatre « chantiers » sont successivement abordés, visant chacun un risque identifié : l'invasion biologique, l'introduction de nouveaux bioagresseurs, l'érosion de la biodiversité et la survenue d'évènements catastrophiques. Le livre blanc se conclut par des recommandations pratiques à destination des gestionnaires de la forêt. Il identifie six pistes d'action pour les pouvoirs publics. Plus que jamais, la question de la pertinence de l'introduction d'essences exotiques en forêt se pose, en particulier aux politiques publiques : doivent-elles continuer à subventionner des pratiques dont nous finançons déjà, pour un coût bien plus élevé, les effets collatéraux ? Aux États-Unis, les discordances d’interprétation quant aux conditions du recours à la défense de nécessité climatique témoignent des tensions entre justice et politique. Si la question de la séparation des pouvoirs demeure prégnante, admettre la défense de nécessité climatique, puis la reconnaître applicable, permet d’acter au prétoire les réticences politiques à légiférer en matière de lutte contre le changement climatique, voire d’en dénoncer les défaillances. Néanmoins, lorsque le juge admet que l’action de désobéissance civile a comme motif légitime l’urgence climatique, sort-on du cadre de l’exigence de neutralité de la justice ? La « victoire » obtenue devant le juge, confortée par celui-ci, sert-elle alors à légitimer les actions de désobéissance civile ? La justice devient-elle un élément d’évaluation des politiques publiques ? En France, l’interprétation plus restrictive de l’état de nécessité pose également la question de savoir s’il est possible d’agir par nécessité lorsque l’action incriminée est par essence politique. [CBNPMP-Thèmes] Lac d'altitudeRésumé : We explore the role of lakes in carbon cycling and global climate, examine the mechanisms influencing carbon pools and transformations in lakes, and discuss how the metabolism of carbon in the inland waters is likely to change in response to climate. Furthermore, we project changes as global climate change in the abundance and spatial distribution of lakes in the biosphere, and we revise the estimate for the global extent of carbon transformation in inland waters. This synthesis demonstrates that the global annual emissions of carbon dioxide from inland waters to the atmosphere are similar in magnitude to the carbon dioxide uptake by the oceans and that the global burial of organic carbon in inland water sediments exceeds organic carbon sequestration on the ocean floor. The role of inland waters in global carbon cycling and climate forcing may be changed by human activities, including construction of impoundments, which accumulate large amounts of carbon in sediments and emit large amounts of methane to the atmosphere. Methane emissions are also expected from lakes on melting permafrost. The synthesis presented here indicates that (1) inland waters constitute a significant component of the global carbon cycle, (2) their contribution to this cycle has significantly changed as a result of human activities, and (3) they will continue to change in response to future climate change causing decreased as well as increased abundance of lakes as well as increases in the number of aquatic impoundments. [LOTERRE-Biodiversité] Changement climatiqueRésumé : Lakes provide unique sentinels and integrators of events in their catchments and airsheds and in the total landscapes in which they are embedded. A variety of physical, chemical, and biological properties of lakes are amenable to simple, precise, and inexpensive long-term monitoring. Changes to watersheds caused by climate warming can in turn affect the properties of lakes to which they drain. Examples include changes to nutrient inputs, the balance between base cations and strong acid anions, carbon cycles, and mercury, in some cases associated with insect outbreaks and forest fires caused by warmer weather. Paleolimnology also allows integration and interpretation of changes in lakes and catchments for millennia. Such studies indicate that much drier conditions occurred in the past in central and western Canada, causing the closing of lake basins, increased salinity, eutrophication, and even the disappearance of some lakes, as forested catchments were invaded by grasslands. Such historical perspectives indicate that large areas of western Canada may be adversely affected by climate warming. [LOTERRE-Biodiversité] Changement climatiqueRésumé : While there is a general sense that lakes can act as sentinels of climate change, their efficacy has not been thoroughly analyzed. We identified the key response variables within a lake that act as indicators of the effects of climate change on both the lake and the catchment. These variables reflect a wide range of physical, chemical, and biological responses to climate. However, the efficacy of the different indicators is affected by regional response to climate change, characteristics of the catchment, and lake mixing regimes. Thus, particular indicators or combinations of indicators are more effective for different lake types and geographic regions. The extraction of climate signals can be further complicated by the influence of other environmental changes, such as eutrophication or acidification, and the equivalent reverse phenomena, in addition to other land-use influences. In many cases, however, confounding factors can be addressed through analytical tools such as detrending or filtering. Lakes are effective sentinels for climate change because they are sensitive to climate, respond rapidly to change, and integrate information about changes in the catchment.
